DE-FOA-0002364, 000003. Modification 000003 was issued to clear up spacing (single versus double) requirements as follows: The language found within the red box of the FOA (approximately page 36) may be interpreted by potential applicants to mean that the entire application must be double-spaced. That is not the requirement intent of the FOA. However, specific sections within the FOA do require double spacing (see note on bottom of page 24). Those sections are as follows: Page 39: Project Narrative must be double-spaced; Page 43: Project Summary must be double-spaced; Page 44: Project Management Plan and Resume file must be double-spaced - please note that tables within the Project Management Plan do not need to be double-spaced; Page 47: Data Management Plan must be double-spaced; and Appendix D: Project Management Plan must be double-spaced, no more than 10 pages in length. Modification 000003 was also issued to add several Terms and Conditions to the FOA. See Section VIII (highlighted in yellow) for the added terms and conditions. The Funding Opportunity Announcement (FOA) titled "Carbon Ore, Rare Earth and Critical Minerals (CORE-CM) Initiative for United States (U.S.) Basins" seeks to solicit applications focused on the anticipated development and implementation of U.S. regional strategies through recipient-developed and coalition-led efforts for multiple U.S. basins that will enable the realization of the full economic potential of producing Rare Earth Elements (REEs), Critical Minerals (CMs), and high-value, nonfuel, Carbon-Based Products (CBP) from coal. Coalitions will be multi-faceted and include coal mining companies, regional private industries, universities, training and workforce development organizations, National Laboratories, state, local and federal agencies, and non-profit/non-governmental stakeholders, to facilitate the establishment of public-private innovation centers to incubate innovated mining, beneficiation, processing and purific
